KY’s Incarceration Rate

Kentucky is often described as a "throw away the key" state due to its high incarceration rates. In fact, 40 other states have lower per capita incarceration rates than Kentucky. Additionally, incarceration levels across All U.S. states are several times higher than those of our NATO allies. Despite these concerning statistics, most people very rarely question or seek to understand the reasons behind them.
